DBIS RTGS — master plan implementation tracker

Purpose: Executable tracker mapping the multi-jurisdiction institutional onboarding master plan to DBIS_RTGS_E2E_REQUIREMENTS_MATRIX.md rows and slice-1 scope (SLICE1_SCOPE_FREEZE.md). Status here is documentation of intent; the canonical component status remains the E2E matrix until rows are updated there.
How to use
- Pick a workstream below.
- Execute engineering / ops tasks until exit criteria match the matrix row’s Production gate column.
- Update DBIS_RTGS_E2E_REQUIREMENTS_MATRIX.md
Current state to Complete (or Retired with rationale).
- Link evidence to URA packages per ID-INDONESIA/banking_v1.md where applicable.
