Purpose: Single entry point for all operational runbooks.

Canonical index: 03-deployment/OPERATIONAL_RUNBOOKS.md — use that document as the master index of every runbook (Besu, CCIP, Blockscout, maintenance, liquidity, network, etc.). Doc hygiene: MASTER_INDEX.md status block lists the latest verification snapshots (E2E, submodules, DealFlow).

This file exists for backward compatibility with links that point to RUNBOOKS_MASTER_INDEX.md. All content and links are maintained in 03-deployment/OPERATIONAL_RUNBOOKS.md.
