EXECUTIVE SUMMARY

  • Continue sequentially
  • Advantage: Lower peak FTE, better resource utilization
  • Disadvantage: Longer total timeline

Option 2: Parallel Allocation (Faster)

  • Allocate Phase 2 and Phase 3 in parallel
  • Start Phase 4 while Phase 2/3 complete
  • Overlap phases where possible
  • Advantage: Faster completion
  • Disadvantage: Higher peak FTE, more coordination needed

Option 3: Phased Parallel (Balanced)

  • Start Phase 2 immediately
  • Start Phase 3 after Phase 2 begins (1-2 month delay)
  • Start Phase 4 after Phase 2/3 are 50% complete
  • Start Phase 5 after Phase 4 is 50% complete
  • Start Phase 6 after Phase 4 is complete
